Abstract
Aim: The purpose of this article is to carry out, according to the used methodology, the analysis of the event (case study), which took place in a building classified to the group of large volume and space buildings. The paper assesses the rescue actions and formulates conclusions. The analysis describes a fire, which took place on 29 June 2009 in Lyse (Poland) and required the involvement of large resources of the State Fire Service as well as the volunteers.
Introduction: The analysis was based on materials provided by the Regional Headquarter of the State Fire Service in Warsaw, materials collected during the site visit by Operational Group of the National Headquarters of the State Fire Service and the event analysis developed by experts in 2010 [2]. Due to the fact that currently more specific rules regarding the analytical process are in use[1] than during the preparation of the analysis [2], as well as some changes in the regulations appeared, this material differs from the source document, in form, scope, structure, findings, assessments and conclusions. The analysis presents the state that existed before the occurrence of the event in terms of: technical and construction conditions, preventive and operational provisions, circumstances of the event, alarming of the control center, resources dispatching, reconnaissance, decisions taken, rescue activities and technical operations carried out after the end of rescue operations. A detailed assessment of rescue activities and conclusions resulting from the analysis, were presented in the summary of the paper. The analysis was enriched with source data depicted in a tabular form and drawings, diagrams and photographs proving the situation of both fire and rescue operations as well as technical activities that enabled the employees to reach the raw materials, intermediates and finished products in order to use them for recycling purposes.
Methodology: Analiza przeprowadzona została w oparciu o materiały dostarczone przez Komendę Wojewódzką Państwowej Straży Pożarnej w Warszawie, materiały (własne) zebrane podczas wizji lokalnej przez Grupę operacyjną Komendy Głównej Państwowej Straży Pożarnej oraz analizę zdarzenia opracowaną przez zespół KG PSP w 2010 r. [2]. Z uwagi na fakt, że obecnie funkcjonują bardziej szczegółowe uregulowania dotyczące procesu analitycznego [1] niż w okresie opracowania analizy [2], jak też wystąpiły zmiany w uregulowaniach, które dotyczą analizowanego obszaru niniejszy materiał różni się od dokumentu źródłowego zarówno w zakresie formy, zakresu, struktury, ustaleń, oceny i wniosków. W analizie przedstawiono stan istniejący przed powstaniem zdarzenia w zakresie: warunków technicznych i budowlanych, zabezpieczenia prewencyjnego i operacyjnego, okoliczności powstania zdarzenia jego zgłoszenia do służby ratowniczej, dysponowania sił ratowniczych, rozpoznania, podejmowanych decyzji, prowadzonych działań ratowniczych, działań technicznych po zakończeniu działań ratowniczych. W podsumowaniu zawarto szczegółową ocenę prowadzonych działań ratowniczych i wnioski wynikające z przeprowadzonej analizy. Analiza wzbogacona jest danymi źródłowymi w formie tabelarycznej, rysunkami, schematami i zdjęciami dokumentującymi sytuacje zarówno podczas prowadzonych działań ratowniczo-gaśniczych jak też działań technicznych umożliwiających dotarcie pracowników zakładu do surowców, półproduktów i produktów celem przekazania ich do utylizacji.
Conclusions: Developed conclusions are of particular importance because they indicate the need for activities both in the area of legislation (amendments to the technical and building regulations), organization of rescue activities, training, operational preparedness of fire units and alarming of them.
Relevance in practice: Due to the character of the event and its specificity, this document should be used in the training process and professional improvement of rescuers
